Exploring local content in Guinea's bauxite sector: Obstacles, opportunities and future trajectories

In recent years, resource-rich developing countries have increasingly adopted Local Content Policies (LCPs) as a means of stimulating locally-driven, resource-based development. Such policies, which seek to catalyse development through the procurement local goods and services in regions where mining oil gas production takes place, are now prevalent some 49 around world. Yet, many cases they been implemented with disappointing results. This article explores sector reforms that prioritise content, questions their effectiveness provision inclusive Drawing upon case Guinea’s bauxite sector, LCPs prioritised centrepiece reforms, paper critically country’s current LCP trajectory, process examining both opportunities obstacles be surmounted. Given decades state withdrawal under years structural adjustment ensuing neo-liberal we explore how companies government currently responding changing roles terms implementation.
